Who We Are


NPLACE is an initiative of the West Virginia High Technology Consortium Foundation, a non-profit corporation located in Fairmont, West Virginia. The Foundation's mission statement is to serve as a catalyst to further integrate and cultivate the West Virginia technology community, and to diversify and strengthen West Virginia’s economy.

Other Initiatives of the Foundation include:

  • Criterian Independent Labs
    A Common Criteria Test Lab (CCTL) that received NIAP accreditation in August 2003.

  • The I-79 Technology Park
    A World Class Technology Park consisting of nearly 500 acres that is home to more than 100 businesses.

  • Amber View
    A program designed to broadcast a digital, 3-D image of a missing or abducted child within minutes of an official Amber Alert.

  • DoD TechMatch
    This application is designed to provide valuable information to assist people working in the DoD community.

  • Other Foundation Projects
    Include advanced Web development, robotics, the Journal of Innovation and educational programs.

Secure Test Laboratory & Professional Staff
The NPLACE staff consists of a variety of knowledgeable, highly proficient test engineers, analysts, software developers, system administrators, and specialized support staff with decades of DOD project experience.

Our laboratory facilities have physical and logical security and surveillance features that provide safekeeping for your sensitive materials.

Consulting Services
NPLACE provides a variety of consulting services for the development community. Support for Integration Efforts within a Network Centric Warfare Environment, Development Support, Strategic Planning, and Forecasting to mention a few.

Other services include educational seminars and related materials, integration services, software documentation reviews, preliminary product analyses & assessments, and related services.

New areas of expertise include many technologies being researched, designed, and developed today for future DOD systems.
